It appears from this Gulf News article that there are still some unethical and unprofessional companies in the UAE that claim to be recruitment firms but are in fact simply scams.

Our message to candidates is simple: as per UAE Law recruitment firms are not allowed to charge any fees to candidates. If any such firm tries to make you pay a ‘deposit’ or ‘fee’ as described in the article then you should refuse and report them to the Ministry of Labour. There are a number of professional recruitment firms in the UAE that you can work with so there is no need to waste your time with those firms that try to charge fees.
